I assume you mean "How DO I insert a picture into a post?".
You can do this by clicking on the "Img" button while making a post, then typing in the URL, then hitting it again to close the tag. Alternatively, you can type in the image tags manually. You type them the same as it generates them;

where i find URL, and do the images have to be from the internet, or can they be from my documents±?

The url of the image depends on where you upload it. If you are looking at an image that's on a web page that you wish to re-post on my forum, you can right click it and choose properties to see the url. If it's an image hosted by someone else then you should save it and upload it somewhere else, since hotlinking is bad.

The image can be wherever you want, but obviously you need the image to be served up by a web server. phpBB is making a new version of their forum software that allows you to 'attach' files to posts, which would upload the file to my server. Since that won't be for quite a while, there's always this.
